The Imperial Crown and the foliage of the perimeter are a fancy requested by air recipients to jewellers.
And although listed as medals called of ‘jewellers’ these models are not common at all.

On 15 April 1821, during his exile on St Helena, Napoleon 1st dictates a will with three parts. The third is an act of appreciation for those who, from 1792 to 1815, had fought "for glory and the independence of France. For this purpose, he bequeathed half of his private assets, estimated then at 200 million francs.

Louis-Napoléon Bonaparte ‘wanting to honour the soldiers who fought under the flags of France in the great wars from 1792 to 1815’, a commemorative medal was granted to all survivors.
He called this new decoration "Medal of St. Helena", and is considered to be the first French 'Commemorative medal'
